Within the project, the data collected from all territories have been sorted with scientific data analysis methods and by reaching the position and employee segmentation, a simplification and decrease in level numbers have been achieved at the end of the project. In the project, data on the level numbers at operational management unit of 8105 employees working at 163 organizational units and their similarities were determined through advanced data analytic techniques.
Within the project, the 540 man-hours analysis study is carried out with data analysts, data scientists and data engineers.
Project X is carried out with an extensive project plan which has 3 main phase and 9 sub-phases:
Phase 1:Data Collection
-Data Clean and Split
Phase 2:Data Analysis
Project X stands out for being operationalized at Enerjisa, which is a government-regulated institution with dispersed structure, using agile project methodologies in project management and the project output being a pioneer for new studies in HR and operation management.
Within Project X, employee data on the field operations have been collected, cleaned and all data has been analyzed by detailed scientific methods.
In this direction; different units, different responsibilities, titles and differing jobs in the field operation structure were examined; similarities and differences have been revealed.
''Clusters'', which has been revealed scientifically after the analyzes, made clear the similar jobs and organization types, and their productivity areas in the structure.
After the study, 5 different organizational units were reduced to 4; duties and responsibilities have been regulated in structures whose domain does not have the correct organizational representation. For example, the 5 units represented as "Operations Centre" in the old organizational structure did not fully comply with the scale of the operation center according to the responsibilities and other criteria they assumed after the analysis; it turned out that it would be more accurate for them to be represented as a lower unit, the Meeting Point, instead.
Similarly, it is revealed after the scientific analyzes that 2 unit which is represented as Operations Centre actually has responsibilities at the directorate level so these 2 units also gained its place in the new organization as the Directorates
Administrative levels were also examined in the analyses; As it was seen that the "operation manager" position and title, which was a level in the old organizational structure, did not actually differ technically, this title was abolished, and administrative levels have lowered for 1 unit.
In the organizational chart, the levels between the field worker in the lowest box and the field worker in the upper box have been reduced; this has had positive effects on many different metrics such as mastery of processes, hearing the voice of employees and customers more, employee loyalty and employee performance.
Project X not only gave a scientific basis for the job descriptions and organization structure but also made a great contribution to Enerjisa in so many ways.
In the organizational chart, the levels between the field worker in the lowest box and the field worker in the upper box have been reduced; this has had positive effects on many different metrics:
-With the new field structuring, which was reorganized after Project X, it was possible to establish closer contact with the customers, and this enabled efficiency in the processes that touched the customer. In 2020, an increase of 6.12% was achieved in customer satisfaction compared to previous year.
-After Project X, also an increase in the employee's productivity is seen and the activity number per employee is increased by 3% compared to the previous year.
-It is seen that with the decreased level structure and the effective management in the new organizational structure, employees also have an increase in terms of their performance. The performance average of 2020 is increased by 7,87% compared to the previous year and reached 137 points.
-The efficiency in the processes improved overtime hours which causes additional costs. In 2020, overtime hours decreased by 28.19% compared to the previous year.
-Simplification in management also affected the turnover rate of employees; In 2020, the turnover rate for blue-collar employees decreased by 20% to 2.0%.
-Positive effects of executive competence are also seen on employee engagement score. In 2020, employee engagement increased by 13% and reached 69%.
