With over two decades of HR experience in both the private and public sectors, Gloria started her career with the Housing & Development Board and Inland Revenue Authority of Singapore before heading HR for the National Healthcare Group corporate office. She was then HR Director for the new Jurong Health Services.

Gloria is currently the HR Director of the National Environment Agency (NEA), the third-largest government agency in Singapore with a 3,600-strong workforce. Under her leadership, NEA was named the Public Sector Employer of the Year 2016 by Human Resources Magazine (Singapore) and received the Gold Stevie Award for Employer of the Year (Non-Profit or Government Organizations) in the 2018 Stevie Awards for Great Employers.

Spencer Heng, Director, HR

Spencer assumed the role of Director of the Human Resources Department at the Civil Service College (CSC) in March 2013. Prior to joining CSC, Spencer was with the National Human Resources Division of the Ministry of Manpower (MOM) from 2007. In 2010, he was seconded to the Human Capital Leadership Institute - a collaboration between MOM, Singapore Management University, and the Economic Development Board for over a year. Before MOM, he was with the Land Transport Authority heading up its manpower planning and staffing portfolio. Spencer has had over 20 years of HR experience, with the initial five years in the private sector and the rest in public service. He even dabbled with a food-and-beverage business of his own for two years. A leader and enabler who demonstrates capabilities and success in the domains of business HR partnerships, strategic workforce planning, and talent development, he has honed his expertise in a wide spectrum of HR functions with significant contributions in multi-national corporations, Statutory Boards and the Civil Service.

Angela Koh, Director, Human Resources

Angela Koh is Director of Human Resources at PUB, the national water agency, ensuring an efficient, adequate and sustainable supply of water for the country of Singapore. Angela leads initiatives to attract, retain, develop and engage its 3,300-strong workforce. Prior to her current role, Angela was Director of the Singapore Water Academy, building capabilities for PUB’s workforce and local water industry through competency based training and development. An engineer by training, Angela also played key roles in engineering and corporate functions at PUB, from water treatment & distribution and drainage infrastructure planning to public engagement.

Cynthia Leow has over 15 years of experience in the Singapore Public Service across diverse roles including education, workforce planning, and HR. She currently heads the departments in the Public Service Division driving strategic workforce planning and capability development and HR policies in partnership with over 80 public agencies for the 145,000-strong Singapore Public Service. Prior to her current role, Cynthia had worked in Singapore’s Ministry of Defence, Ministry of Health, Ministry of Trade and Industry, and the Economic Development Board. Her professional experience includes manpower planning for national level healthcare workforce and industry development for education services sector in Singapore. Cynthia holds a Bachelor’s degree and a Master’s degree in Economics as well as a Master’s degree in Management.

Sourav Mukherjee is a Senior Database Administrator and architect based out of Chicago. He has more than 12 years of experience working with Microsoft SQL Server Database Platform. Being a Consultant, Sourav worked with different Chicago-based client projects.
